With decades of collective experience working with policymakers at all levels of government, we assist organizations of all sizes in working with elected officials and regulators in Washington, in statehouses across the United States, and internationally.

Steve Boms, President and founder of Allon Advocacy, LLC, has nearly two decades of experience working inside government, public and private companies, trade organizations, and the technology industry, and assists organizations as they engage with policymakers in Washington, across the country, and around the world. Steve has spent his career focused on complex financial services public policy issues, having worked in the United States Congress on the committee with jurisdiction over banking issues. He has led advocacy efforts and public policy teams globally for equity options exchanges, large U.S.-based financial institutions, and leading fintech firms. A recognized expert in the partnership between financial technology and public policy, Steve has testified before the United States Senate, the Senate of Canada, and the Organisation for Economic Cooperation and Development regarding financial services and technology.

In addition to working directly with Allon Advocacy's clients, he is a frequent conference panelist and his perspective is frequently solicited by reporters on the technology, financial services, and regulatory beats.

 

Steve is also the Executive Director of the Financial Data and Technology Association (FDATA) of North America; an organization that is part of a global initiative to support the delivery of open banking across the world.

Kate Flocken, Senior Policy Advisor, has in-depth experience in policy areas including financial services, financial technology innovation (fintech), energy, budget, tax and consumer protection. Kate's policy background includes regular interaction with the Senate committees on Banking, Commerce, Finance, Energy, Budget, and Homeland Security and Government Affairs as well as the House committees on Financial Services and Energy and Commerce. On the agency side, her work involves collaboration with the Treasury Department, the Office of the Comptroller of the Currency (OCC), the Federal Deposit and Insurance Corporation (FDIC), the Federal Reserve,

the Financial Industry Regulatory Authority (FINRA), the Consumer Financial Protection Bureau (CFPB), the Federal Trade Commission (FTC), and the Financial Conduct Authority (FCA) in the UK. Previously, she launched the fintech practice group at a major law firm and was Head of Policy for a leading nonprofit in the consumer financial health space.

Rebecca Mulholland, Chief of Staff and Policy Advisor, represents Allon Advocacy on Capitol Hill and oversees the firm's executive operations. Rebecca works directly with the firm's clients to provide substantive strategic value, conduct legislative and regulatory research to inform clients' policy decisions, and liaise on behalf of the firm's clients with legislators and regulators. 

Rebecca joined the firm after twelve years in the aviation industry, working closely with legislators and regulators at the federal, state, and local levels. She has a strong understanding of the federal appropriations and authorization processes, and has deep working relationships with members of the United States House of

Representatives' Committees on Financial Services and Energy and Commerce as well as with the United States Senate Banking, Housing and Urban Affairs Committee, and Commerce, Science and Transportation Committee. 

Justin Santopietro, Communications Lead and Policy Analyst, brings expertise from his background in the consumer finance marketplace and involvement in the regulatory development and implementation of the Dodd-Frank Act. His past work includes advocacy, analysis, audit, and compliance advising on consumer protection regulations covering mortgage and auto lending, deposit and payment accounts, and BSA/AML.

He has experience in both electoral politics and policymaking, and has worked for and in credit unions. Justin also carries in-depth knowledge of monetary policy and theory, and has delivered presentations on these subjects to academic and public
